Districtwide School Safety Plan

  • The Rochester City School District is committed to the safety and preparedness of its students, staff and its visitors. Our Districtwide School Safety Plan is an all-hazards approach to crisis management and focuses on mitigation/prevention, preparedness, response, and recovery procedures. 

    The Districtwide School Safety Plan is implemented at the time of an emergency at the direction of the Superintendent and/or her staff. "Incident Commanders" (Principal/designee) implement Building Emergency Response Plans when directed by their respective School Chief, Deputy Chief of Teaching and Learning or the Chief Operations Officer. In the absence of direction from Senior Administration, each Building Incident Commander (Principal/designee) is authorized and directed to implement this plan, or take other action as may be, in her or his judgment, necessary to save lives and mitigate the effects of emergencies.

Public Comment Period

  • The Public Comment Period is open for the Districtwide School Safety Plan.  The 30-day comment period begins on Friday, July 25, 2025 and will end on Tuesday, August 26, 2025.   Written comments can be sent via email to the Office of Safety and Security.

Public Hearing on August 12, 2025

  • The Public Hearing on the Districtwide Safety Plan will be held on Tuesday, August 12, 2025 at 5:30 p.m.  All materials related to this meeting are accessible via the District’s BoardDocs (www.rcsdk12.org/boarddocs). All Board of Education Meetings are available via the RCSD’s Facebook and YouTube pages, and on the District’s website at www.rcsdk12.org/rcsdtv.

    Anyone wishing to sign up to speak in person or virtually, must email publichearing@rcsdk12.org by noon on the day of the hearing and state that they would like to speak. In accordance with policy 2390 and exhibit 2390-E1, the following information must be included: Name, Address, Contact Information and Affiliation. 

    Non-residents may speak at public hearings when permission is granted by the Chair. All speakers MUST address the hearing topic. Prior to the meeting, an email will be sent to those persons who will participate virtually.
