State Monitor Public Hearings
Earlier this year, a new law came into effect that directed the Commissioner of Education to appoint a Monitor to provide oversight, guidance and technical assistance related to the academic and fiscal policies, practices, programs and decisions of the Rochester City School District, the Board of Education, and the Superintendent. This law requires that the Monitor conduct public hearings on three issues to seek public comment.
The first hearing will seek public comment on the existing statutory and regulatory authority of the Commissioner, the State Education Department, and the Board of Regents regarding school district governance and intervention under applicable State law and regulations. The second public hearing will seek public comment on the academic performance of the district and the third public hearing will seek public comment on the fiscal performance of the District.
These public hearings will assist the monitor as she develops a academic improvement and a fiscal plan for the district and supports the district’s development of its budgets beginning with the budget for 2021-22 school year.

How to Participate
To speak at the public hearing, please e-mail email@example.com no later than 12:00 p.m. noon the day of the hearing. Speakers will be sent the Zoom Conferencing meeting number, password, and call-in information. Please provide in the subject line “Rochester State Monitor Public Meeting” and include in your email your name, position (e.g., parent, teacher, district resident), and any information you want to be part of the record of the public hearing.
To observe the public hearing, you may access a live stream of the meeting at www.rcsdk12.org/meetings.
