What is a Personnel Activity Report?

A Personnel Activity Report (PAR) provides after-the-fact certification that compensation provided to an employee from a grant-funded project is consistent with the requirements of the grant.  Essentially, it acts as a receipt to the grantor that the work was performed as intended. 

 

Why do I need to complete a PAR?

Grants generate over $100 million of support to Rochester City School District educational programs.  These resources wholly or partially fund over 1500 individuals.  A recent external audit indicated that the RCSD must implement a personnel activity reporting process or risk losing some or all of these resources.  Your required participation in this process will help to assure our grantors that their funds are being used as intended, and demonstrates to the auditors that we are managing our grants with fiscal and programmatic integrity. 

 

How do I know if I am grant-funded?

If you received a PAR, then some or all of the compensation you received during the time period indicated on the PAR originated from a grant funding source.  You are entitled to know that you are funded by grant monies and you are required to account for the time and effort you spend in providing the services for which you are being compensated by those resources.

 

What should I do if the information appears to be correct?

If you estimate that the actual percentage of time you worked on each grant activity listed on the PAR is comparable to the percentage of time you were compensated from each funding source, within plus or minus 10 percent, you may consider the PAR information correct. Choose approve from the dropdown list and submit your PAR.

What should I do if I know that the information is incorrect?

For each activity listed on your PAR there is a dropdown menu which allows you to chose �Approve� or �Dispute�.  Once you have chosen to dispute the information you find there, you will see a dropdown list of choices that should address most of the reasons a person might have for disputing a PAR.  For instance, you might choose �% Greater Than +/- 10%�, or �Not Funded by Activity�.  There is also a place to enter your concerns in text.

What should I do if I�m not sure if the information on the PAR is correct?

For each activity listed on your PAR there is a dropdown menu once you have chosen to dispute the information you find there.  There are a couple of choices which should let you express your uncertainty.  For instance, you might choose �Unsure of My Funding�, or �Need Clarification�.  There is also a place to enter your concerns in text.  If you have doubts, proceed as if the data were incorrect and choose the �Dispute� option, then choose a reason for your dispute and submit your PAR.

What should I do if I have questions?

If you have general PAR questions that you are unable to address though the PAR process within PeopleSoft, please send an email to PAR@rcsdk12.org.  Your questions will be reviewed and routed to the individual best able to provide you with an appropriate answer.  If the question involves a specific grant, it will likely be routed to the grant monitor.  You may also contact the PAR Coordinator at 262-8559 or the RCSD Office of Grant & Program Accountability at 262-8679.
