Board Goals & Guardrails (Through June 2031)

The Rochester Board of Education bears the responsibility of establishing goals and evaluating progress toward the achievement of the District's long- and short-term goals, ensuring that policies and resources effectively support the District’s vision.

Per Board Policy 2000, the Rochester Board of Education approved four goals and three guardrails through June 2031. These goals and guardrails were adopted by the Board of Education on February 26, 2026 and can be viewed in the Board Policy manual as Exhibit 2000-E1. 

Goals

  1. Increase the percentage of students in grades 3-8 who are proficient on the NYS ELA assessment from 19% to 34% by June 2031.
  2. All students reading by third grade – Increase the percentage of students proficient on the 3rd grade NYS ELA from 22% to 49% by June 2031.
  3. Increase the percentage of students in grades 3-8 who are proficient on the NYS Math assessment from 16% to 31% by June 2031.
  4. Increase the number of students earning 5 or more credits in 9th grade from 73% in September 2023 to 81% by June 2031.

Guardrails

  1. The superintendent will not allow the selection or implementation of curriculum programs or practices that are not evidence-based or that result in inequitable opportunities for students.
  2. The superintendent will not allow conditions that compromise the psychological or physical safety of students or staff.
  3. The superintendent will not exclude the voices of stakeholders impacted by major district decisions.
