José Cruz currently serves as the Chair of the Policy Development and Review Committee and a member of the Board's Finance and Resource Allocation Committee and Governance and Development Committee. Commissioner Cruz recently retired from the Monroe County legislature, having served a full term of ten years representing the residents in Northeast Rochester. He was the Ranking Minority Member of the Legislature's Human Services Committee and a member the Agenda and Charter Committee. He also served as Minority Leader of the Democratic Caucus.
Commissioner Cruz graduated from Benjamin Franklin High School and Monroe Community College. He also completed a specialized internship in Community Development through Pratt University in Brooklyn NY.
As a student leader at Franklin High School, Commissioner Cruz was one of several founders of Franklin High School's Puerto Rican Student Union, which later became the Puerto Rican Youth Development & Resource Center, Inc. (PRYD). Commissioner Cruz is a past President of the Board of Directors at the Ibero American Action League, and recently helped facilitate the historic merger of PRYD and the Ibero American Action League to enhance services to Latino youth. Commissioner Cruz serves on several other Boards of Directors including: Ibero Investors Corporation; Secretary of the Legal Aid Society; Charles Settlement House; Empire Sports Authority; and as a Trustee of the Allendale Columbia School in Pittsford.
Commissioner Cruz and his wife, Maria Diaz Godreau, live in northeast Rochester. They have four children and one granddaughter, Jaylee. Their daughter Liana is the oldest and a graduate of East High School, currently serving as a Navy Chief Petty Officer; daughter Ariel has a position with the Legal Aid Society; and their daughter Marielee is a senior at Aquinas High School. Their son Marcos is currently attending The Ohio State University.
