No Child Left Behind (NCLB) is a federally-enacted law governing elementary and secondary education. It affects states and school districts through:

  • Greater accountability for results
  • Expanded options for parents and
  • Increased emphasis on teaching methods that have been proven to work.

These changes support the district's current focus on delivering a strong standards-based educational program designed to improve student achievement in the gateway skills of reading, writing, and mathematics.

Title I Program Descriptions

  • Title I, Part A: Improving Academic Achievement of Disadvantage Students

Funding is aimed at children who are failing, or are most at risk of failing, to meet the state’s challenging student academic achievement standards.  In 2006-07, 58 district schools received Title I funds.  Schools must ensure that they are meeting the needs of low-achieving students in high-poverty areas, and that they are working to close the achievement gap between high and low-performing students.

  • Title I, Part A: Private School Participation

Supports instructional programs for students attending 21 private and parochial schools within the boundaries of the Rochester City School limits.

  • Title I, Part D: Local Agency Programs for Neglected Delinquent Children

Provides instructional support services to youth living in local institutions for neglected and delinquent youth and for youth in community day programs when requested by the agency.

  • Title II, Part A: Teachers and Principals Recruitment and Training

The RCSD works diligently to recruit and train highly qualified teachers and principles with the goal that they will foster higher student achievement. During the 2007-2008 school year the district will attend nearly twenty education recruitment fairs nationwide seeking out highly qualified educators. Through teacher and principle training and retaining efforts the RCSD will continue to provide exceptional educators for its students.

  • Title II, Part D: Enhancing Education through Technology (EETT)

Supports the integration of educational technology into classrooms.  It emphasizes technological literacy by Grade 8, professional development in technology integration and use of the internet, acquisition of educational technology and enhances parental involvement.

  • Title III, Part A: Language Instruction for Limited English Proficient (LEP) and Immigrant Students

Assists with helping eligible limited English proficient and immigrant students attain English proficiency and meet the same state standards required of all students.  The funds support a wide array of instructional and support services for non-English speaking students and their families.

  • Title IV, Part A: Safe and Drug-Free Schools and Communities

Fosters a safe and drug-free environment in our schools. Activities include implementation of research-based drug and violence prevention programs, professional development for staff, safe school climate strategies (Olweus Bullying Prevention), and social emotional competencies skills training for students (PATHS, Coping Power, and Towards No Drug Abuse). In addition, the program supports partnerships between schools and community agencies to ensure a caring and supportive learning environment by providing school-based Student and Family Support Center services such as crisis intervention, individual and group counseling, and mentoring programs (Rutgers/Bry’s Achievement Mentoring).

  • Title V, Part A: Innovative Programs

Constant encouragement is given to education reform and innovative programs that improve school, student, and teacher. During 2007-2008 the Rochester Children’s Zone provided “24/7” community-wide support necessary for successful student growth and development.
