Board of Education approves $608 million spending plan for 2006-07

The Rochester Board of Education on May 10 approved Superintendent Manuel Rivera’s proposed 2006-07 budget. Meeting in special session, the spending plan was approved by a vote of 6-1 with Commissioner Cynthia Elliott dissenting.

“We conducted two public hearings and thoroughly scrutinized the proposal at four deliberation sessions. I believe this to be a responsible budget that will continue the District’s forward momentum,” said Commissioner Willa Powell, chair of the Board’s Finance Committee. “The final figures were not reached without sacrifice. Some initiatives were scaled back or eliminated in order to deliver a balanced budget to the City,” said Board President Domingo Garcia. Board Vice President Malik Evans, who also sits on the Finance Committee, said the 2006-07 budget represents a balance. “The Board of Education takes its fiscal oversight responsibilities very seriously. This budget maintains and will further the academic strides we are making,” Mr. Evans said.

Those academic achievement increases include:

§         Rochester schools have been recognized statewide and nationally as among the highest performing. For example, Wilson Magnet High School this month was ranked 24th on Newsweek’s list of the top 100 schools in the nation, up from a ranking of 27th last year.

§         Larger numbers of students passing State exams.

§         More students, including Latino and African-American students, scoring higher on State exams.

Now that the 2006-07 budget has received the Board of Education’s approval, it will be delivered to Rochester Mayor Robert Duffy and City Council for their review and approval.

2006-07 Budget Information

Superintendent Rivera’s
Budget Presentation March 23

Superintendent of Schools Dr. Manuel J. Rivera will present his proposed District budget for
2006-07 to the Board of Education on
Thursday, March 23 at 6:00 p.m. The presentation will be broadcast live on RCTV Channel 15, the public access station for the City of Rochester.

The proposed budget will be posted on the District’s website, www.rcsdk12.org, on
Friday, March 24.

Currently on the website is information on how parents and other citizens can contact State leaders in Albany to call for equitable school funding for Rochester. A bulletin with that information is being mailed to all District parents this week.

Rochester’s legislative delegation in Albany is supporting an increase in education funding. In Governor Pataki’s executive budget, Rochester receives the smallest increase of the State’s large urban districts.

The Rochester City School District is part of the Rochester Fair Share Coalition, a coalition of business, education, faith-based, government, health care, labor and nonprofit groups seeking increased State aid for Rochester.
